Senator Snyder moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. House Bill 4660 -- A BILL to amend and reenact §24-2-11 of the Code of West Virginia, 1931, as amended, relating to Public Service Commission certificates of convenience and necessity for water, sewer and/or stormwater service projects; requiring a preliminary engineering report and financial analysis of the proposed project; prohibiting the Public Service Commission from requiring final design materials to be submitted in support of an application in certain circumstances; permitting an entity with a certificate of convenience and necessity to, before construction has commenced, pursue a further rate increase through the normal rate changing process for an increase above the rates already approved; prohibiting the Public Service Commission from modifying the scope of a project to which a certificate was previously granted in certain circumstances; and prohibiting the rescinding of a previously granted certificate in certain circumstances.
